Thanks to Garen's tip, everyone should now be able to upload avatars to the board. As it turns out, a temporary directory related to the PHP server did not exist within our hosted profile.
Once that was created and the appropriate permissions set, it now accepts the uploaded file without problems. Remember to keep your avatars under 8 kilobytes and no larger than 80x80 pixels.
